    Peter Evans

    Principal, Flagship Homes

    Pete Evans is a principle and co-managing partner at Flagship Companies – a local, privately-held building and real estate development company. Pete worked for Woodside Homes for 10 years running land acquisition, development and home building division operations in Southern California, Texas and Utah before joining Flagship. In these various roles, Pete assembled, acquired, and entitled several large-scale, master-planned communities totaling over 10,000 lots. Pete has managed the acquisition and development of numerous developments in Utah including Utah City – a large transit-oriented, mixed use development in Vineyard. He currently oversees Flagship’s community design and development, housing product design, pricing, and project management. He received a B.S. from the University of Utah, a J.D. from the University of Utah School of Law, and an MBA from the University of Notre Dame.

    Michelle Carroll

    Executive Director, Mountainland Association of Governments

    Michelle took the helm of MAG in February 2023. In this role, she works closely with the elected officials of the region, which includes Utah, Summit and Wasatch Counties on important issues such as transportation, economic development, regional planning and aging and family services. Prior to becoming the Executive Director, Michelle was the Deputy Executive Director for 3.5 years. She began her career at MAG in 2008 as the Community and Economic Development Department Director. Michelle earned her Master of Public Administration degree from the University of Illinois and her undergraduate degree from Utah State University.

    Julie Fullmer

    Mayor, City of Vineyard

    Julie Fullmer is the first female mayor of the fastest growing city in the nation, Vineyard, Utah. She chairs a 360+ million dollar investment board that revitalizes & cleans the environment, establishes economic vitality, and develops market driven innovative cities. Her advocacy has garnered the esteem of residents as she has initiated groups like Citizens Champion Change, bringing communities together to make a difference. Julie sits on over a dozen state boards leading out in political advocacy, economic development, transportation, transit, education, coalitions for strengthening women, workforce & attainable housing, job creation-retention, public safety services and providing services to the most vulnerable in our communities. She has founded and run several national and international firms and has generated hundreds of million dollars in revenue within the internet marketing industry, consistently increasing ROI and reducing expenditures. Julie is focused on lasting, innovative solutions, and strong collaboration. She has implemented technologies and systems for her community and stakeholders from across the country, spearheading several successful technological pilot programs, and structural advancements in Vineyard and within the state of Utah. Julie has been nationally recognized as a champion of democracy and a champion of regulatory innovation for her work in strategic fiscal management, deregulation, streamlining processes and successful technological advancements. She has brought a stronger voice to local communities and helped streamlined processes through the region. As a known business negotiator and mediator, she has been creating strategic partnerships, strengthening communication, and discovering innovative solutions for diverse industries and communities for over a decade

    Beth Holbrook

    Trustee, Utah Transit Authority

    Trustee Holbrook brings a wealth of experience to UTA. She began her career in the financial sector, established a real estate firm in 2002 and in 2010 went to work for Zion’s Bank as the Director of the Business Resource Center in Salt Lake City. Trustee Holbrook would go on to become the Public Sector Solutions Manager for Waste Management of Utah. Trustee Holbrook was first elected to the Bountiful City Council in 2007 and has served on several boards including the Bountiful Power Commission, Planning Commission and the Utility Facility Review Board. She is the outgoing President of the Utah League of Cities and Towns; having served there since 2011. Trustee Holbrook joined the Utah Transit Authority on November 1, 2018.
