Hear from city planners in Durham, NC, whose affordability-focused zoning updates directly influenced recent changes in Salt Lake City, as well as from Salt Lake City's Planning Department on how they are applying these lessons locally to expand attainable housing options.

    Richmond American Homes

    Since joining MDC in 2015, Paul has leveraged his strategic vision to build on a decade of success. He started as the Division President for Utah, while also playing a key role in launching the Company’s Idaho division. In 2021, he was promoted to Regional President, overseeing operations across Utah and the Pacific Northwest. Before MDC, he served as Vice President of Sales & Marketing at DR Horton and Vice President of Land Acquisition and Development at Wright Homes. Paul holds a Bachelor of Science degree in Finance and an MBA from Brigham Young University (BYU).

    Utah Division President, Lennar

    Bryson Fish is the Division President at Lennar, providing homes for first-time, move-up, luxury, urban and active adult buyers. A graduate of Brigham Young University, Bryson combines his education with hands-on expertise. He is particularly passionate about building collaborative teams and driving results in a fast-paced market environment.

    Scott Whiteman

    City of Durham, NC

    Scott Whiteman is a Senior Planning Manager who has been with the Durham City-County Planning Department since 2006. He supervises the Department’s Community Planning section, which is responsible for all long-range planning activities, including the adoption of the award-winning Durham Comprehensive Plan in 2023. Scott has a Bachelor’s in Political Science from Virginia Wesleyan College and a Master’s in Urban and Regional Planning from Virginia Tech. Prior to coming to Durham, he held planning positions with the City of Austin, Texas and the City of Roanoke, Virginia.

    David Damschen

    President/CEO, Utah Housing Corporation

    David Damschen is the President & CEO of Utah Housing Corporation (UHC), Utah’s Housing Finance Agency. UHC helps low- and moderate-income Utah families achieve and maintain home ownership by providing down payment assistance to aid in the purchase of decent, safe, and affordable homes – acquiring and servicing the mortgages originated for the purchase of these homes. UHC also collaborates with investors and developers to finance thousands of affordable multi-family housing units by serving as conduit issuer of tax-exempt private activity bonds and allocator of federal and state Low-Income Housing Tax Credits. David previously served as Utah’s 25th state treasurer, appointed to the office in 2015 and subsequently re-elected in 2016 and 2020. Prior to his service in the Office of State Treasurer, David worked for 20 years in several institutional & retail segments of a national banking organization. A veteran of the U.S. Coast Guard, David received his B.A. in Finance from the University of Washington.

    Steve Maddox

    Co-CEO, Edge Homes

    Steve Maddox began his career with First American Title Company in 1990 as a VP and General Manager. He stayed with the company for ten years. In 2000 he opened a Prudential Real Estate branch with his then business partner. During his time as an owner at Prudential he was also doing land acquisitions for DR Horton’s Utah Office. With his help, DR Horton was able to develop over 2,000 units in 7 years. His time with Prudential and DR Horton came to an end when he was approached by the EDGEhomes team in 2008 to create their land development team. He has been with EDGE ever since and has gone from building subdivisions with 10 homes to master planned communities with 1,500 homes. He has since transitioned to a Managing Partner at EDGEhomes.

    Cole West

    Walker Wood is Vice President at Cole West, a leading real estate development firm based in Salt Lake City. He brings deep expertise in real estate finance and development, with a focus on financial analysis, market research, and strategic planning. Walker holds a Master’s in Real Estate Development from the University of Southern California and takes a data-driven approach to building impactful communities across Utah and the western U.S.

    Steve Waldrip

    Senior Advisor on Housing Strategy & Innovation for Utah Governor Spencer Cox, State of Utah

    Steve Waldrip completed his undergraduate studies in English at Brigham Young University, received a law degree from the University of Utah and a Master’s in Taxation from the University of Washington. After practicing law for a short time, he took a job with the Boyer Company in Utah at the beginning of the Business Depot Ogden project. As project manager he helped bring in $500 million in private investment into BDO and Ogden, negotiated $250 million in lease transactions and helped create over 4000 new jobs. He served two terms in the Utah House of Representatives, and co-founded a social benefit real estate fund, Rocky Mountain Homes Fund, where he worked for several years. He is currently serving as the Governor’s Senior Advisor for Housing Strategy and Innovation, a role he assumed in December of 2023. In addition, he serves on the Board of United Way Northern Utah, the Utah Commission on Housing Affordability, and the Board of the Utah Housing Corporation.

    Michael Stock

    Senior Planner, City of Durham, NC

    Michael Stock, AICP, is a Planning Manager with the Durham City-County Planning Department, supervising development review and customer service functions. Since joining the department in 2003, his responsibilities have included staffing the Board of Adjustment, zoning map changes, development review, ordinance amendments, and other fun projects. Michael grew up outside of Philadelphia (go Phillies!), and attended the University of Massachusetts at Amherst earning a degree in History. Growing up and attending school in the north, he definitely appreciates BBQ and less snow in North Carolina, but misses a good corned beef on rye.

    Adam Loser

    Land Acquisitions, D.R. Horton

    Adam Lōser serves as the Vice President of Land Acquisition at D.R. Horton, where he leads land sourcing and development strategy for new home communities. Adam blends analytical insight with local market expertise to support the firm’s growth across Utah. With a Masters of Real Estate Development from the University of Utah, his background in construction management and development services reflects a multifaceted real estate perspective and a commitment to building strong portfolios.

    Wendy Leonelli

    Director of Real Estate Operations, J. Fisher Companies

    With more than 20 years of experience in real estate analysis, finance, and development, Wendy currently leads real estate operations at J. Fisher Companies, where she focuses on business development and strategy, building strong partnerships with municipalities, investors, and other developers. Before joining JF, Wendy spent over a decade at Zions Bank in the commercial real estate group, sourcing and managing a commercial real estate loan portfolio of all asset classes, with special emphasis on affordable housing and public-private partnerships. Wendy brings a deep understanding of how to align capital, strategy, and execution to keep projects moving. She’s known for her ability to streamline complex deals and create lasting value for both investors and communities. She holds an Executive MBA from the University of Utah and is a graduate of the Stonier Graduate School of Banking at The Wharton School.
